Sabrina Dugan

Co-Founder

Sabrina is a dynamic artificial intelligence (AI) executive and inventor with multiple patents in AI technology. She helped develop an AI-driven DWG system for land development code compliance review and created an algorithm to calculate energy usage for an electric wheelchair charging network.

With prior experience in development services for local government, Sabrina leverages her background in sustainability, planning, and software development to craft inclusive, technology-driven solutions.

A graduate of the University of Florida’s College of Design, Construction, and Planning, Sabrina was recognized for her notable contributions on campus and was a member of the prestigious Florida Blue Key student leadership society. Passionate about helping organizations and communities leverage technology, she empowers people to focus on what matters most.

Sabrina frequently delivers keynote addresses on emerging technologies and AI, with a focus on the construction, real estate, and government sectors. She is dedicated to advancing technology in ways that promote inclusivity and sustainability within communities.

John_Mirkin

John Mirkin, J.D., LL.M

Co-Founder

John is a Florida attorney and the co-founder of Swiftbuild. His early legal experience was in government, working on criminal appellate matters with the Commonwealth of Massachusetts and on civil matters with the Florida Attorney General’s Office before entering private practice. He went on to represent businesses, high net worth individuals, and major real estate developers and landowners at a regional Florida firm, working on complex corporate, real estate, and tax matters for clients whose projects depended on the same municipal approval processes SwiftGov now modernizes.

He holds a Master of Laws in Taxation and a Juris Doctor from the University of Florida Levin College of Law, where he attended the JD program on a full-tuition scholarship, and a business degree from the Isenberg School of Management at the University of Massachusetts.

John has drafted AI governance policy for multiple government agencies and speaks frequently on artificial intelligence in law, planning, and the public sector. His engagements include a continuing legal education program on generative AI for the Federal Bar Association; a guest lecture at Penn State Dickinson Law on the future of AI in law; featured speaking engagements at the American Legislative Exchange Council in Washington, the Florida City and County Managers Association, and the National Utility Contractors Association of Florida Annual Conference; and webinars for the American Planning Association on responsible AI use in planning practice, among other speaking and academic engagements.
